RFP - Project-Based Voucher Program




The Housing Authority of the City of Alameda (AHA) invites developers of property or owners of rental property in the city of Alameda to submit proposals for participation in the Section 8 Project Based Voucher Program (PBV).  Applications will be accepted beginning June 26, 2019.  The primary purpose of this allocation is to create new rental units for very-low income families. 

Owners will be responsible for all project financing costs and operating expenses.  Rents must be comparable with similar rental units in the area and cannot exceed 110% of HUD’s Fair Market Rents.


All newly constructed units must be leased to eligible extremely and very low income families referred by the AHA.  Residents of existing units will have to be determined eligible for the program before assistance can be provided to the unit or relocated according to the Uniform Relocation Act.  Rental assistance is available for up to 75 units in total. 


Note:  Participation in the PBV Program requires compliance with Fair Housing and Equal Opportunity Requirements; Federal Labor Standards will apply to eligible projects.

Submit proposals to the AHA at the same address as above.  Only proposals in response to this invitation will be accepted for consideration.  Owners/developers will be notified by letter of the acceptance or rejection of their proposals.  Selection criteria will be available on the AHA website at www.alamedahsg.org in the proposal.  Applications and supporting documentation MUST be postmarked by July 24, 2019; however, evaluation of proposals will begin July 24, 2019, so it is advisable for the application to be received by July 24, 2019.
