Vanessa Cooper, Executive Director
Vanessa Cooper

Vanessa Cooper serves as the Executive Director of the Housing Authority of the City of Alameda (AHA). Prior to joining AHA, Vanessa served as the Real Estate Services Director for the Housing Authority of the County of Santa Clara where her responsibilities included development, construction, asset management, property management, maintenance, compliance, and resident services for about 3000 affordable LIHTC housing units.

Vanessa previously worked for Charities Housing Development Corporation, Catholic Charities of Santa Clara County and for the Bank of England. Vanessa has a BA from Bath University (UK), an MBA from Durham University (UK) and an MA from San Jose State University. Vanessa attended Harvard's Kennedy School of Government as a Fannie Mae fellow in the State and Local Officials program.

Vanessa is a California licensed real estate broker and is a Certified Housing Asset Manager, Certified Section 8 Executive Manager and is tax credit certified. Vanessa serves on various NAHRO Committees as well as participating in various housing and community organizations in the Bay Area.

Art Kurrasch has been a commission member for over 20 years. During this time, he has previously served as Chairman. He has steered the AHA through a transition from a City department to an independent entity and an expansion of the AHA’s affordable developments to include 4 completed low income housing tax credit (LIHTC) properties and 4 new developments in the pipeline. Art has served on the National Commissioners committee for NAHRO since 2010 and is currently the Vice President of Commissioner Affairs for PSWRC NAHRO. He was awarded the Rich Rujian Commissioners Award in 2012.

Raised in Alameda, Art Kurrasch taught grades 5-12 in the Alameda Unified School District until his retirement in 2008. Post-retirement he worked at Allied University training and supervising trainee teachers. Art serves on a wide range of local organizations in Alameda and has been an advocate for good governance and community participation.

Kenji Tamaoki, Chairman,  joined the Board of Commissioners in October 2015. Kenji has worked in the field of real estate development and financing for 24 years. He is currently a Principal with Prudential Mortgage Capital where he specializes in affordable housing loan programs. Kenji also has experience developing affordable and market-rate multifamily apartment properties. He has a Bachelor of Architecture from the University of Toronto, and a MBA from the University of British Columbia.

Fayleen Allen has served as a Commissioner since October 2010. She has a mortgage industry background, having worked with Wells Fargo Home Mortgage and Bank of Alameda. Fayleen’s other experience includes working at the San Lorenzo School District, and she is currently employed with the Alameda Unified School District.

Sandra Kay

Commissioner
Sandra Kay joined the Board of Commissioners in June 2016. She has a Bachelor’s Degree from Northwestern University. Sandra retired from her full-time property/compliance supervision position with Satellite Housing in 2010, and currently does part-time work in the field of affordable housing.

Additionally, Sandra brings experience with other government programs, having worked with the Department of Agriculture’s school lunch and child feeding programs.

John McCahan

John McCahan has been a Commissioner with AHA for nearly three years. Prior to that he was a Commissioner for eight years with Alameda’s Public Utilities Commission and Vice Chairman of the Northern California Power Agency. He comes from a deep background in information technology with AT&T and many of its divisions.

John grew up in Alameda, attending Woodstock, Longfellow and Saint Joseph Notre Dame High School. He has a BA in Sociology and Master’s Degree in Business. He and his wife Karen reside here on the Island.

Stuart Rickard

Stuart Rickard has been a Commissioner since December 2010, and has previously served as the Vice Chair. Stuart Rickard is the Principal of Bay Area Urban Development, LLC in Alameda, a real estate development and consulting firm he has led since 2003. He has over 25 years of experience working in real estate and related fields. His projects have included sustainable buildings and mixed-use, mixed-income developments. Stuart earned a Bachelor of Arts in Environmental Design/Architecture and an MBA from the University of California, Berkeley.

Stuart is interested in creating opportunity for all youth and in issues of homelessness. He has lived in Alameda since 1998.
